It is LEGAL as long as it is not racial or violating others personal rights.
You should check with your local police! Some jurisdictions have ordinances or laws that prohibit "solicitation" by any means!
Mass mailings are legal, obviously, since we all get offers of credit cards, insurance, land in the Poconos/Florida/wherever in mass mailings every day. I just loaded up a recycling bin with a batch of the crap.
As for car windshields, some places have made that illegal because it has led to car owners catching people doing it starting fights. In general, however, handing out leaflets on public property other than post offices is legal.

Its legal to mail them out but you are hitting the Grey area when you start to place them on cars windshields. If they are on private property you could run into some issues.
It is legal,however if you ask me it is a act of terrorism to promote war.
