I would wager 90% of American citizens (aka LEGALS) plus would say Canada is by far the better neighbor.
I'd take the Domincan Republic, Puerto Rico, The Bahamas, Russia (Alaska) and Jamaica over Mexico. I'd take the Cuban people sans Fidel as well.
