Kerala - safe, english speaking, good infra, cosmopolitan, but the weather is not that suitable for you... its kinda hot over there...
Go Go Goa - If I had the money, I'd DEFINITELY buy land here.... lovely place, cosomopolitan, english AND hindi speaking, not VERY safe (u can never b too careful), good infrastructure.
I guess you could consider mumbai (but its crazy over here, believe me... you wouldn't want to retire in a place like this... still if u insist on a cosmopolitan area, this is the best)
Purchase a small bunglow at Lonavala/ Khandala. Weather is good and it is well connected with Mumbai. Peaceful retirement life plus good investment.

Of all place I have visited ( Delhi, Mumbai, Banglore, Mysore, Coorg, Goa, Manglore, Chennai and other parts of Tamil Nadu, Some places in the state Kerala, Jaipur, Agra, Shimla, Kulu Manali, Nainital, and some places in Telugana i.e. Andhra Pradesh), I like Banglore the best. It is called the Garden city. But the city is getting crowded and due to this it is polluted ( I feel the pollution is better than the other cities I visited. Mumbai is really bad and the traffic is unbearable during peak hours, so is other cities but I felt Mumbai was really over crowded and the life doesnt seem peaceful , heard even Kolkatta is very congested. Chennai is polluted as well). So I would recommend Banglore. You can still enquiry some travel guides to locate the place you are looking for.
