Puerto Rico is a territory under American supervision. They have their own identity as Puerto Ricans and they are not US citizens.
PR is a territory of the US. Anyone born in PR after 1899(thats when the US took control of PR from Spain( result of the Spanish/American war) is a US citizen and entitled to everything any other US citizen is entitled to.
