He was saying he would have more enforcement tools if the bill passed. However, the problem with enforcement in this country has been lack of government will to prioritize it and carry it out.
And yes, he was blackmailing us. So are all the others that say 'you can't have border security unless we get a slave labor program' etc.
He was never interested in the enforcement aspects of that bill.
He only wanted the cheap labor for his big business cronies. I have nothing but disgust for him as a man.
