If she is married to a British or an EU citizen, then she has to apply to a marriage visa. She needs to submit the application form and visa fee, with marriage certificate, her passport size photos, her and her husband's passport, (husband can submit ID card, or legal copy of passport/ID instead, but not photocopy) sufficient bank detail of both, letter to support the application from her husband, and if they lived together before they got married, then proof of cohabitation to British Embassy in Philippine. If it's granted, she will receive 2 year visa, and if the couple is still together after that 2 years, she'll be able to apply for Leave to Remain Indefinite.
Check Home Office, UK visa and Immigration Advisory Service's websites for more details, and in case I missed something. She can also contact the embassy, since they can tell her the requierments too. Good luck.

Depends on things such as whether the marriage is recognised by the UK, if its all recognised then you should be fine.
If not you should get a wedding visa and do the registry office thing here then upgrade the visa after 6 months.
