Applying for Canadian PR from US?

I am in US for around a month and want to file for Canadian PR. Will it be a simplified application or a regular application? Rules say that "you must use the regular process if: You have been lawfully admitted into the United States for a period of at least one year and you are submitting your application at the Canadian visa office in Buffalo. "
But I am here for only last 1 month. My consultant says I can, I dont trust him. Any of you can help me on this??

I didn't get your question. Are you an immigrant in Canada? If you are you have to be in Canada in order to file for the PR card.
