When is the H4 visa will be forfeited?

My family got the visa stamp since September 2006 and I heard that if they will not come here in US the VISA will be forfeited. Is this true? Would you know any links that explains this.

Visas are valid for the full length of time specified on them. They are not 'forfeited' if they are not used, until they expire.
