Your a US resident but you haven't mentioned your citizenship. I assume you are a US citizen.
Only EU citizens can work in Ireland without limitations and only EU citizens do not require a working visa. You can ask for more deatils at Irish embassy in Washington DC, since you'll probably have to obtain your working visa prior to arrival. If you're looking for a temporary job, you need to find an employer first. Then your employer will arrange for your visa. Employer will have to state why he needs a foreign worker.
When applying for working permit it doesn't matter much where' your residence. If you aren't a US citizen, you'll be classified as a citizen of your respective country but it enables you to collect your visa in US, you don't need to collect it from your home country. If you only want a temporary job, you probably don't need a certificate for good conduct.
