if your brother agrees to the adoption, try www.adoptvietnam. org. they can give you a good idea of the steps involved and probably the website of a vietnamese lawyer to do the paperwork.
it's days later and i wanted to pass on an article i just read. it seems that immigration fees are going up considerably in june of this year. a green card app will cost about $900.
the adoption process itself is very cheap in vietnam. but only if your brother agrees to it. if he doesn't there is no way the vn government will take his child away.

Instead, call a caseworker at your Congressman or Senators Office. Those caseworkers are just waiting to help you, and they don't charge for their services. They can help you cut through a lot of red tape!
