She can go to the post office and take the girls birth certificate. They can process her passport right there.It will take a few weeks to get it so she needs to start early. Everybody needs passports now. Even children.

Until next year, when you are crossing the Mexican boarder by foot or car you do not need identification. The Law states that it is sufficient to "declare" your citizenship upon re-entry.

I do recmmend that you niece get a passaport for her little girl because in the way back she might not be able to Identificate her at the inmigration entrance just with a birth certificate...I got one for my little one and no problems at all...So she needs one for her girl...Anybody can live but geting back in everybody needs a form of ID and that is a passaport so B Certif don't work as a form of ID...
