You need to go a solicitors office, or a notary. It will cost you between £5 to £35 depending on where you are in the country
My wife and I went the US Post Office and got passports there.
Cost about $65 each.
If you are in your own country, you can go to your passport office to get one. If you are in another country, you will need to go to your nation's embassy. A copy will cost the same as the original and you cannot usually get a copy if you have the original.
If you just want it to prove identity for a bank or similar you will find the requirements on the form you are filling in.
Easiest is usually counter-signing by a solicitor, accountant etc. who you have known for some time.
Cost depends on how well you know him.

You could try and take it to be certified by a Dr or a Minister.
A solicitors will do it of course but charge you.
