First of all, you do not have a right to enter another country. That is why you need a Visa. No rights, no suit.

Maybe there is a supervisor your cousin could talk to to report the women's rude behavior, but I think suing them is a little much.

Just know that US embassy staff in foreign nations are notorious for this kind of behavior. You can report it to the dept. of foreign affairs but I doubt it's worth the effort.
