East Berliners could travel anywhere within the GDR. People from West Berlin traveled to the FRG by train. They were locked inside and the train did not stop. The only migration from East to West were the elderly who tended to be net consumers of government services. Nobody in his/her right mind migrated from West to East.
There are no borders anymore. Everyone can move everywhere.
