It has been a long time since I was at Nuevo Laredo, but I used to eat it at El Jardin del Golondrina. I doubt it is even there anymore but you could pick your own cabrito, before it was cooked.
In this day and age with that town being infested with the drug cartel I would see many avoiding it.
