What Canadian province to advise for a person who speaks French and English?

The Quebecois do not actually speak "French". What they speak is their very own patois that is only based on French.
I would suggest New Brunswick, which has a French based primary language, wonderful scenery, and affordable living cost. Apart from those two there are parts of Ontario (around Sault Ste Marie) where the people are primary French speakers.

Quebec,Montreal (if you really wanna speak French and meet easy women at bars) Toronto, Ontario (if you want modernism and a beautiful city) or Whistler, BC (if you wanna smoke the sticky icky)
Montreal to Vancouver, tous les feuilles d*applications, les rapports d*impôts demande toujours de cochez anglais où français. en général dans les restaurants, bureau touristiques, service de police enfin tous les services publiques les dirigeants parlent les deux langues.

New Brunswick. The cost of living is very low, but jobs are also not plentiful. Also, it is the only "officially" bilingual (Français/English) province in Canada. It is a beautiful province to live in with lots of history. Try Fredericton, Saint John or Moncton areas.
