If you are referring to the US there are many factors involved that can effect how long the entire process can take. e.g. The service center you are required to file the petition with, whether there is any missing documents etc or further evidence required and you are sent an RFE (request for evidence), any holdups with background/security checks, etc. And this is only the initial filing stage. There is then the National Visa Center process. Are you aiming for a K-3 or an Immigrant Visa??? If an Immigrant Visa the National Visa Center stage can take minimum 2-3 months depending on many factors. Then there is the wait time for an interview to be scheduled at the Consulate/Embassy. Times vary greatly between countries.

3 years from when you are married until he is a legal citizen, to get him into this country can be 3 weeks or 2 years. I have friends that dealt with both. You have to show tax forms and everything and he needs to have a prospective job, and you all need a place to live. It is easier to get married in his country and live there if you are thinking about that. Different countries also have different rules.
It depends on the country the person is immigrating from and the status of the spouse in US. Best case scenario, if the spouse is an US citizen, and the person is from any part of the world where US has diplomatic ties (mostly ever where, thanks to our guns and money), it takes 5 weeks to 6 months. The spouse need to prepare lots of paperwork including documents showing financial support (i.e. jobs, pay stubs, bank accounts), and other few forms. US can issue visa for a fiance before getting married with a condition that the person must be married to change status. Once the person arrives here, he or she gets an conditional permanent status for up 3 years. If the marriage last, than the conditional status is removed.
