I suggest checking with the Canadian Embassy. I went to a Canadian Embassy here in our country to have myself evaluated if I can immigrate to Canada. They have some criteria. (e.g. Educational attainment, married or not, years of working experience, language proficiency etc) These criteria have corresponding points and if you achieve the passing score you will most probably be approved to live in Canada. I also heard Canada is encouraging people to come to their country so it is not that hard to immigrate there. Thanks and regards.

It may also depend where you are from. For example, if your from England it would be easier than if you were from, say, Iran. For some people the process is quick, where as for others (including some of my European relatives in the 90's) it can take months to years just to get a visa. Some degrees are also not recognized right away in Canada from certain countries. In Vancouver, for example, I have met Asian doctors and engineers whose degrees are not recognized, so they have to work as cab drivers and those type of jobs.
