From my understanding you have to have everything filled out and ready. Depending on which application you are going for, money is either due up front or at the time of the interview. Your question doesn't quite make it clear as to if he's coming on a K1 Finacee visa or if you plan in filing an I-130 citizenship form for him. I don´t know where you got that amount from but the Petition for Alien Fiance (Form I-129) doesn´t cost anywhere near that much. You need proof that you have met and kept in constant contact (such as photos, videos, telephone records).
