Well what they would have to do is get a Visa (temp) that allows them to visit. Its that simple and they would also have to make sure they are current on the U.S immunization standards which they could find out by calling or going online to the immigartion and naturalization dept.
your friend needs a K visa. have him apply at his embassy/consulate. the other answers total a complete answer as to what to expect once the application is filed. you can contact the immigration office of uscis in nj (they have a local office nearby cuz of all those detentions they did post 9/11) and ask them if you need to do anything or can do anything to help get a quick and good approval.

...simple... you friend need to go to his Department of State... most likely the "Ministry of Blah-blah..honk-honk" and get a Visa for the USA... (depending upon the Political state that the USA is with your friends Country...he'll get the Visa)... he'll need a Passport issued from his Country and a fist full of money... book him a Flight thru London on to NYC (JFK) and pick him up... while in NY... be sure to take him to Rays Pizza on 1st. Ave at 14th St. in Manhattan.... you gotta problem wid-dat...?
