While it's nice to see someone so polite try spending a bit more energy into your post. Is the problem with immigration because the husband didn't make an allowances to support her and therefore the visa was denied? Is she having problems accessing money because now she's in Australia and immigration has the husband's signature saying he will support her but isn't or something else.
The reason why Australian immigration asks for the husband's assurance in that he can support her is so that she will be able to take care of herself as not being an Australian citizen she will not be able to access free health care and such. Whether or not he gives her money is really up to him.
