The INA (Immigration and Naturalization Act) clearly states that anyone applying for admission to the US either as an Immigrant or non-Immigrant who has been convicted of a "Crime Involving Moral Turpitude" (i.e., murder, assault, rape) can be denied entry into the US (there are some, but very few, exceptions).
Similarly, anyone who has been deemed a "Public Risk" (either through physical or mental illness) can be denied entry as well.
Terrorists, known supporters of terrorism, direct family members of "leaders of organized crime," and others can be barred as well.

Yes, there are immigration laws that prohibit criminals from entering the USA. Legally, ALL criminals are barred from entering the country. If you are a wanted criminal, you are not allowed here, regardless of how you come over. If you enter the country illegally, legally you are a criminal, so you are not allowed either. That said, prohibiting and enforcing are two, totally separate things. There are only so many law enforcement officers and so much money to go around. That is why immigration is such a complicating issue. It is literally impossible to send everyone back, practically and financially. The best thing that can be done is to go after the bad criminals, and let those that are only criminals by virtue of crossing the border alone.
Yes, there are but these laws are not enforced. We seem to prefer to shoot across the bow instead of focus properly. There are more people on the border with guns shooting gardeners that there are patrol agents checking the papers of the guy driving the snazzy Mercedes with the fake papers. Money is influence. That's how real criminals get by.
Yes, there are laws to supposedly protect the United States but just like any other law here its almost impossible most of the time to inforce it. Sort of like if I would kill someone and someone thats already been in prison 20 times kills someone I am probably more apt to spend time in prison than he/she is. The good get screwed and the bad keep screwing!
