I am not being funny or racist or anything here, but rules on immigration have changed last year.
Since Nov 2003 EU members may enter France to look for employment, start a business or just visit, without the requirement for a carte de sejour.

Now you will only be allowed to stay and live in France if:
- You can proove that your education (diplomas and qualifications) can get you a good and properly paid job.
- That you can speak fluently, enough anyway to adopt the French culture and lifestyle.
- You will need to take some courses in French History and pass a basic knowledge test on that.
- You will be ask to know and sing the first part of the French Anthem.

I am sure quite a few people reading that will laugh at this, but if you want to take on a different nationality, then you need to know an average basic about the Culture of your potential country, non?
The English do the same now with the British Citizenship.

For the gratuitious comment on why wanting to become French, I would only answer that France is receiving 65 000 applications for french citizenship each year.
