When you are in another country of kingdom, you are subject to the laws and policies of that country. The laws of the USA do not apply on foreign soil. You no longer are protected by the US Constitution and you do not have the rights of a U.S. citizen.

There is no right to an attorney, no right to remain silent, and no courtesy phone call in many countries.

Similar with AUSTRALIA you can go to the Consulate for an emergency loan but its usually only $150.00 (doesn't go far !) Try pleading your case with them on humanitarian grounds, might work !
Officially,the USA will not make a deal with you're captors. Unless you are someone that the government thinks important, and the problem can be handle from and in the US by a commercial agency, you have a mountain that looks impossible to climb.
An American passport is not a 'be all' or 'do all' document.

But give you money because you're in trouble? Nope.. you're on your own.. look to your family or the bank.
Still you shouldn't be travelling to another country without insurance.. see if you can get some money from that.
They will get you home but you have to pay the bill when you get back. Nothing free for U.S. citizens.
