It depends on how his conviction relates to Canadian Law. If it is an indictable offense in Canada then he is inadmissible for 10 years under the Immigration Act. If it is a less serious offense, he can apply to the Canadian Consulate for a Temporary Resident Permit ( which replaced the Minister's Permit) which would allow him to enter Canada. The TPR is hard to get and does cost money. I would suggest contacting the Canadian Consulate nearest to where he is residing currently. Also, just an FYI, that record also makes him inadmissible into the United States.
