mexico is not mostly desert.
the bottom half of mexico is a sub-tropic zone.
the top half has a lot of desert, but like the american southwest the higher elevations have evergreen forests.
and i don't think arroz was an original staple of the mexican diet. are you thinking of maize (corn)? today rice is widespread in mexico, but it is an import and was originally introduced to the mexicans by the spaniards.

I believe rice is mainly imported.....However, Mexico is NOT mainly desert.....Only northern Mexico is arid.....
it's NOT the staple of their diet. corn flour is...the tortilla. where did you hear that anyways?? i have eaten rice 2 times in mexico, and it came from a box. i've never seen it as a side dish in any restaurant i ate at...aside from true "Spanish" restaurants which serve a traditional dish from Spain, which is a mixture of seafoods and beef in spiced rice.
