I assume you mean "Political Asylum". I'm honestly not sure but one thing I do know is, the UN pays for as little as possibe. I would say its the country who accepts you.

As Asylum seekers do not work their benefit is paid from the tax on the goods that they purchase with their benefit.

No. Its the British taxpayer that pays for it. People in the UK work hard for their money ,and quite frankly,many are getting pretty fed up with it.Would Asylum Seekers still come to the UK if they recieved no benefits I wonder? My guess is, no they would not.
