so, this very question itself is a bit of an oxymoron, or Oxycontin, which is what I would rule the world with, it would make it all cooool and ****, then if I was on Oxycontin before I was an illegal ruler, I would never become a ruler because I would be to mellow, so I guess the answer to your question is: When you are an illegal, it's better to get high after you rule the world.
