Is it fair that CIS(citizenship & immigrtn svc) to revise the jul 07 visa bulletin without advance notice?

The CIS issued visa bulletin for july 2007 last june 12 making all employment based categories CURRENT effective july 2, 07. They revised it earlier this morning saying that visas are no longer available and are rejecting all papers filed today. i had 2 exhausting weeks to gather all my papers so i can file it on time and on the day they "GO!"...they are shutting their doors! It's like, i dressed up to go to a party and when i get to the door, they say the house is full :(

Sure it's fair. It's now July 2nd. They know more about July's visa availability today then they did back on June 12th.
I know exactly how you feel. It is so frustrating. This is so not fair. I wonder if there will be a litigation. hhmm...

Edit: Not only are you going to have to wait til October now you will need to pay double the money in USCIS fees. Sorry.
I'm sorry that happened to you. But they ran out when they ran out. They didn't have much time to give notice, did they? Every article I read told people to rush because they would be backlogged again soon.

even more sorry. I answered before I read this. I guess the change in fees created a visa shortage they hadn't expected, is the closest I can come to a reason. Well, it says they will take them in the fall, so keep your paperwork ready.

Since they are raising the fees and are backlogged as it is,this is probably the reason for the abrupt cut-off date.It is not fair,but knowing how they are,you should always check on-line on a daily basis.
