General question regarding to H1B visa?

Petitions for new FY2008 H-1Bs may be submitted beginning April 1, 2007. USCIS will start to review these petitions as the petitions arrive at USCIS on a first-come, first-served basis.
If you are already inside the U.S., and your H-1B petition is approved, your status will automatically be changed to H-1B status on October 1, 2007.
If you are outside the U.S., and your H-1B petition has been approved, you will then need to file an application for an H-1B visa at a U.S. consulate. If you obtain an H-1B visa, you may then apply for admission into the U.S.
You do not need an HB1 visa. We are trying to abolish this insourcing. If you cannot become a citizen, then you should leave.
OK, I get your question now.
I am pretty sure they process them earlier, that is why they can 'run out' in May. If they hadn't figured who got visas until October, how could they run out in May?
Try USCIS.gov for better info, but I can only think they start processing when they get the paperwork, once they get to it in turn.
