If he is a Permanent resident, he can apply for her, and instead of waiting 7 years for her, he can then apply for US citizenship based on age and that status of honorary citizenship, and once he is a US citizen, he can introduce a form which will change those 7 years waiting list into 3, the good thing is when he turns the application, the time that passed while he was sworn as a citizen will now count towards those 3 years, so actually, yes, there is a way.
Go online and find a website for Catholic Charities, that is a organization that assists for free people with immigration questions and they also have immigration lawyers that can answer all of your questions, they will fill all of the applications with you, and tell you with more accuracy what the waiting period will be.
