The pre-condition is to have resided in the place for the past more than one year. Even within one year, if residences have been changed, full particulars are to be given. If you furnish a bank statement, as address proof, you will be required to submit a certificate from the bank, specifying the period over which the account has been in operation. The address mentioned in the application and the one in the residency proof must be the same. So, you can apply in Delhi,only if your parents have been there for one year or more and one of the specified proofs to that effect is also available. Police verification, for all the addresses mentioned overthe said period, will be there,and the applicant has to sign in the register at the police station across his photograph, in the presence of the police officer. If you find this difficult, to comply wit, then the other alternative is to get the cerificate from the specified persons in high positions, say a Joint Secretary, in a central ministry. Go through the form and instructions as to the other competent persons, to issue such certificates, and you may be able to find one, known to you, since you are in Delhi, with a multitude of high ranking bureaucrats.
