It depends on the country, and what you do for a living, as well as your citizenship.
For example, if you are an EU citizen you can live and work in the UK (unless you're from one of the newest member states, like Bulgaria or Romania). If you're from the US and want to work in the UK, you'll need a work permit from the sponsoring company that has offered you a job.
If you work in a highly specialised area where there are shortages, like social workers or doctors or nurses, you might be able to get a work permit.
