Depends on the status of the parents. If the parents are citizens, then the process will go smoothly and a visa will be available shortly. If they are residents, then the wait will depend on the nationality of the parents. It can be anywhere from very short to very long.
I was adopted as an infant and I know my arrival in the US was at 3 months old..so it must be less than that but it could depend on the country and the current year.
