Someone who was not born in the United States and is here without a passport.
Someone who has overstayed his/her visa; someone who has breached the terms/conditions of his/her visa; someone who gained entry into the country illegally etc

People who go into a country where they are born without a passport are usually refugees. All a refugee needs to gain entry into another country is to be recognized as an international refugee, which is verified by refugee certificate from UNHCR. So, they are required to carry the certificate with them to gain entry; the refugee certificate functions as a refugee's "passport."
There is paperwork and approvals that need to be obtained from a country that allows a person to be in that country legally. If you sneak into a country without the getting the legal documents you are an illegal. Most countries deal fairly harshly with people who sneak into their country except for the United States where you can get welfare and free medical care, mainly because there are so many that have sneaked in already they have a lot of influence.
People who are here illegally. It doesn't matter if they pretend to be refugees. Refugee status requires approval from the U.S. government.
Anyone residing (even visiting) this country without proper documents authorizing visit or stay.
