If born in a military hospital - one would have to have a parent that is American that is the mother (married or not) or the wife of an American and their child. I know of no military bases that have an open door policy for any other than service wo/men and their dependents to use them.
If a legal dependent - you are an American.
Depending upon the laws of the country, such children born in military hospitals overseas can possibly have what is known as 'dual citizenship' - but that is not always the case. Not many countries have it set so that just being born within a country makes that person a citizen of that country.
My suggestion - get in touch with American embassy personnel. Show them the paperwork that you have and they should be able to help you out.

If one or both parents were American citizens at the time the children were born, then yes. Otherwise no. Being born on a US base does not confer citizenship; US bases, like embassies and consulates are NOT US 'soil'.
In addition, being a legal dependent of an American citizen does not automatically mean citizenship for the dependent, either.
