Yes.. see that dotted white line in the middle.. that is where you are suppose to walk.

I think that there are parts of 101 that you can walk on
that go through town, you can not legally walk on any
highway there are signs at each entrance that say that
pedestrians are prohibited. Any local cop or CHP officer
can give you a citation for doing so (plus a free ride off
of the road)
In an emergency, you have to, but I suspect you could get a ticket if it weren't an emergency. I've walked to a call box, for example, when my car broke down (before I carried a cell phone) and had no problem. It is not a pedestrian zone, however.
