Representing country?

if i was in the UK and had a grand-parent who was also born in the UK to Austrian immigrants would the fact that i have a foreign grand parent and so have the necessary qualifaction to represent that country, or is the at fact that the grand parent was born in the UK mean that it cannot be done?
