What are the chances of a person getting a traveler's visa to the US from England?

My boyfriend lives in England and I live in the US. He's going to try to get a traveler's visa so he can stay longer with me than the 3month period he's allowed to under the visa waiver program. The only thing is is that it costs $100 to apply and you don't get that money back if you don't get the visa. So we want to know his chance of getting one before we cough up $100.

It shouldn't be a problem at all unless he is under the following categories:

Has a criminal record
Has a common "terrorist" last name
Has worked with/is currently working with biohazardous materials (think nuclear bombs)

None of these three things will be a guaranteed no, but it'll just make the process take longer.

Actually It should be no problem. Check that all the paperwork is filled out correctly, any photocopies of passport ect.(if needed) are included and anyother relevant information is included too. They will only reject him if he does not prove he can provide for himself money-wise, or if he was arrested or had any illegal conduct on his record.
Unless he’s done some time, there is no reason for you to worry. People entering North America from Europe are practically guaranteed a visa.
