Marrying a non english person?

don't worry I'm not doing it but I'm just curious of how it all works as I have never understood it.
I know you have to apply for a visa but can you do that in england or do you have to go back to your home country to do it? how long does it normally take it to get the visa? if it's acepted does it mean they can come to this country and get married and then stay here. or do they come here to get married and then have to return to their home country till everything sorted and acepted.

In order for a non-UK citizen (EU law is different, so I am not talking about EU Citizens here) to come to the UK with the intention of marrying a UK citizen and settling here, the non-UK citizen will have to go to the nearest British DIplomatic post (Embassy or High Commission) in their country of origin and apply for a visa to enter the UK as a fiance(e).
The time scales may vary depending on the diplomatic post in question - some are busier than others, some have more visa staff than others, but they all have targets and work to set time limits of which I am not aware.
On being issued with a visa the person in question can travel to the UK where they will be allowed to enter for a limited period and the marriage must take place within a set time (I think 3 months, it may be 6).
Following the marriage an application for leave to remain as a foreign spouse should be submitted to the Home Office. Leave to Remain will be granted for a period of 2 years at the end of which, if the marriage is subsisting, an application for Indefinite Leave to Remain (or settlement) should be submitted.

Expanding on Grington's answer, the spouse visa will be valid for six months, during which time the marriage should take place.

For the visa application to be accepted the UK partner would need to demonstrate that they can accommodate and support the foreign partner, by providing bank statements, wage slips, suitable mortgage or other property details, etc. Also, the Home Office must believe that the marriage is genuine.

If the non-British partner is already in UK on a visa with limited leave, they woud have to apply for permission to get married, which will nearly always be refused. If they already have indefinite, or if they are an EU citizen, it's just the same as if they were a citizen.

If you are marrying an EU national, it's about the same as marrying a British person, so you just have to marry and that's it.
But if you are marrying an overseas person, then it's a different matter. Conditions are, (1) you and your spouse to be are over 18, and (2) you guys have met already, and (3) none of you guys are married, and if any of you have been married the marriage is already broken down completely, meaning you are legally divorced.
Then, if you want to marry the person in UK, then the person has to have a visa that allows him/her to marry in UK, such as student, work permit, HSMP, Asylum, fiancé, unmarried partnership and etc, but visitors are NOT included. After you guys are married, your spouse has to submit a marriage visa application, with marriage certificate, your letter as spouse to support the application, proof of cohabitation, sufficient bank balance and your and her/his passport to Home Office to get marriage visa, which is valid for 2 years only. And in this 2 years, your spouse is not allowed to receive any benefit. If you guys are still together after that 2 years, then your spouse are entitled to apply for Leave to Remain Indefinite. I think your spouse may still not be able to receive benefit, since LRI is not same as British citizenship.
If you want to marry someone who is not in UK, or who has no entitlement to marry in UK, then you have to either marry abroad, and he or she has to apply for the marriage visa at British Embassy in the country of his/her origin in order to come to UK or, you have to get him/her fiancé visa (valid for 6 months, and with no entitlement to work within that 6 months. Only issued for the couple to marry while it’s valid), for him/her to come to UK to marry you, and after legally married him/her has to apply for marriage visa in UK, in order to stay with you.
Most of the time, the application for any kind of visa in UK takes a few months. On average, it’s about 3 months, but it can take much longer than that, and the fee for processing marriage visa is at the moment £350.
So many people seem to think it's a straight forward thing, but it's not that easy, unfortunately.
