He can definately visit the UK, but if he's a civilian, then he'll need to get a passport and travel visa. The visa just says that he's cleared to come through the country. I believe you can apply for them at the DMV (Department of Motor Vehicles) and from there the UK will take over. They can tell him what he needs to get done.
He can came on a visitor's visa and stay for 3 months. After that he can try extending it for another 3 months or disappear and become an illegal immigrant like the other one million who did the same.
