Most think there will be some drag created as both have a distance to "catch up." I think the answer will be yes. Here is why.
The stats on Romania on property value increases, big foreign investors waiting in the wings, and big reductions in the rate of inflation point to good times ahead for Romania if all other factors remain equal.
A couple of very very big multi-million dollar communications deals have closed for Romania involving Americans, the French and others. If I had the right product or service I wouldn't hesitate to position something in Romania. I have not researched Bulgaria but the UE entry can't hurt them in the long run.
China is well positioned to do business in Romania (along with several hundred foreign companies) and China has even expanded cooperative ties with the Balkans. The Constanta port stands at only 10 to 20 per cent of its potential. That is a big plus if you look at the capacity. The same can be said for a potential work force.
Will Romania and Bulgaria be a positive for the UE? Like taking on any poor relative, the positive will not appear all at once. Give it about five years and, with a somewhat stable world situation, I think you will be able to say the answer is yes.
Some leadership that can spark the latent pride that rests in Romania, and I trust in Bulgaria, would help as much as UE clout and foreign investment.

the point is that E.U. is giving Romania 1.300.000.000 euro for projects, and Romania is giving 1.000.000.000 euro to E.U. as contribution. But there is no country witch entered in E.U. and gt all those money in the first year.So E.U. will be in profit a few years, and romania wil lose.
