I can only answer for the UK.
It depends on the staus they were granted. If they were given indefinite leave to remain, then they can stay, and after five years become UK citizens; it gives people who are recognised as refugees the chance to rebuild their lives with some certainty about their future.
Currently, asylum-seekers whose claims are accepted are given five years leave to remain; at the end of that period their situation is supposed to be reviewed, if it is still not safe for them to go back they will then be given indefinite.
There are other types of protection that may be offered, and the law has been changed a number of times, so things can be confusing!
Another thing that happens is that some refugees decide to return themselves when the situation changes; for example, quite a few Iraqis went back after the fall of Saddam Hussein - they may be regretting their decision now.

No, that's just the argument that's made when they leave that country. By the time it's safe to go back they say it's unfair to make them leave because they are all settled into their new country.
