Joe Lieberman has dual citizenship with Israel and the US. He is a senator here but puts israel's interests first.
Am assuming you are an American citizen. US allows you to hold dual citizenship. For this to work for you, the country for which you want dual citizenship must also have this facility of dual citizenship. And further you should be legally eligible to get that country's citizenship.
Beyond this, unless you specify the two countries you are planning for, only generic advise can be given.

It used to be claimed as a birth-rite if one parent was born in one country and the other in another country. Now it in most cases is only claimable if you Father is a citizen of another country. Claiming nationality of your Mothers birth country in most cases is not allowed.
I've got Oz and Brit as one parent was from each country and I've lived in both.
