The only way to do it is if the foreign country didn't require renouncing your foreign citizenship first.
The US makes you do this.
(You can get around this by being a legal "resident alien". You get to enjoy citizenship in the PI and almost all the rights of an American citizen. It's really a good deal, and I'm proud to say it's a deal that a lot of pinoys fully appreciate. Filipino Americans are among our best and most patriotic people. I know, I'm married to one. It makes me laugh when they scream at the television at the Mexicans who want to live here illegally, or when they celebrate American military victories in the war on terror. My wife turns red in the face when talking about liberals! She's worse than I am! Most of them are only 5' tall, so it's funny when they speak their mind with such "gusto" as you call it.)
