You need a visa (permit) to enter the country legally. So people have to go to the embassy and get it.
Marry someone that is a citizen of this country
get a greencard and talk to immigration.
do some paperwork, or pay someone to do some paperwork, then
wait for a long time...

You have to be lucky enough to be born here or you have to work your butt off.
So if your lazy but born within the borders, you are a citizen. But if you are a hard worker, but were born an inch too far to the south, then you are illegal.
There are a number of ways depending on if you want to visit for a short tourism trip or want to reside here.
There are limits on how many at once we let reside here (our schools etc can only have so many and we have to pay for education etc for the poor ones.) However, depending on where you are from there are a variety of legal options.

Probably the simplest way is to buy a plane ticket, fly to the US where you will get a tourist stamp on your passport, them don't go home. Once the tourist visa expires you become an illegal alien.
Either you could marry a US citizen or you could get a variety of visas such as student , work, dependent, tourist, etc to get into the country legally

You have to see if you are eligible for the visas they offer. Then you fill out the applications and pay the fees to file them. Then you wait until they tell you if you are approved or not. You will receive all the paperwork you need so you can come to the US. There may be a little more involved, but that is it basically. Like I said, visit the website.

With a tourist visa you can actually enter to the country "legally". I have done it a lot of times.
