Why does an American need a visitor's visa?

I could be wrong but that has all changed now. An American will even be required to have a passport soon to leave the country or enter another, crossing the border into Mexico or Canada. A lot of this is due to social unrest in many areas of the world. It has visited American soil (9/11/2001), so protections are necessary for all, and freedoms are lost for all. A sad truth.
No, the American just needs his passport - they could not get into the United States without it anymore anyways, even if they are American. The new regulations are all because the US now requires Americans entering or leaving the USA (even to Canada or Mexico) to have a valid passport. From the Canadian side, they are not so stringent - a drivers licence would suffice - in fact the Canadian government is trying to convince the US government to drop this passport requirement. But since all Americans travelling internationally to & from the US need passports now anyways...

You are correct, Americans can come to Canada to stay for up to 6 months if they are tourists/visitors. However, if the Canadian (you in this case) are married to the American (your husband in this case) then Immigration no longer views him as simply a visitor (even though that may be his intention). Immigration Canada will view him as a potential resident, as a result of being married to you because you live in Canada. Basically, unless your husband has applied for permanent resident status in Canada, then Immigration Canada will likely want to "document" him. This means that they will issue him a "visitor record" to ensure that he leaves Canada by a certain date. These "visitor records" are renewable, should he choose to stay longer in Canada. The bottom line is that he will be treated differently than other American tourists/visitors because he is married to a Canadian and thus has a much greater potential of moving here to live indefinitely. If he does want to move to Canada permanently, then you can sponsor him under the spousal sponsorhip visa. This process takes several months. If he has no plans to move to Canada, then he can just continue to get "documented" each time he visits Canada. Visitor records are issued on the spot at the border, just ensure that he brings his ID, that is a passport OR drivers licence and birth certificate. Also, if he has a criminal record, then he could be denied a Visitor Record and also denied Permanent Residence (if he applies). A minor criminal record does not automatically mean rejection, but you would need to check with the Canadian Consulate in your area to clarify that.
