When you enter Canada the first time with your immigration visa and intend to stay permantenly, this is called "landing". You can land at any port, border crossing, or airport in Canada - it dosen't matter, so long as you see the immigration officer there. You can even change your intended destination (eg. When you arrive you will need your passport with the Canada Immigration Visa, and a document called Confirmation of Permanent Residence.
