Well, I think this goes outside of those rules, actually. You can tell your parents and your parents can raise it, if necessary.

Go to the teacher and tell her (or him) that you are being harassed and picked on and they need to make it stop. Tell them what is being said to you.
You can first tell the teacher that you understand that there are rules against "telling" on other kids but that you are being called names and that is probably against the rules too. Or you can have your parents call the school and tell them. Schools tend to listen to parents who tell them that their child is getting picked on.
