In Mexico, as long as you have money, you can do whatever you want, legal or not... All the law enforcement is paid off, so come on over and enjoy, but bring paper, they don't accept plastic.
I'm sure it is possible. I don't think Mexico has an embassy in Bulgaria.

Why would you want to move to Mexico? It is not safe there. It is a better idea to move to Costa Rica or Belize. They speak English there (since I can see that you are fluent) and it is very beautiful there... Mexico on the other hand is very dangerous! Why else do you think that the residents fled to the US?
But if you want residency, you have to call and arrange it with the Mexican government. I am not sure whether or not it is hard to get residency in Mexico, but I do know that it is not as hard as getting it done in US.
